		<description>The economy is not the excuse for not meeting our goals.  Bush, Clinton and now Obama have all wanted to double PC.  Quoting them doesn't increase the size of PC, but the staff and salaries.  What is global infrastructure?  The only thing I know are two new PC Masters programs that deal with infrastructure, something that PEPFAR is spending money on like the new federal office building in Ethiopia.  The money isn't going to treatment but buildings and equipment. 

The Innovation Fund is replication, more funding; something the Director just said he was for.   Are we going to do this globally?

I don't think 90% don't know, they just don't agree.  It's like the memorial at USIP on the mall.  It's not popular.  It's seen more as something unneeded.  Has NPCA and morepeacecorps thought that we may end up there instead of VISTA as we move into conflict resolution and Masters programs?  When we get all this money for more PCs and spend on infrastructure, staff and salary increases and have no real information for Congress or the President on HOW we are going to double PCs; they just say the money isn't being spent right and move us to someone responsible like VISTA or USIP.

How much is morepeaceorps paid to run this campaign?  How much is NPCA paid?  Who works for the RPCV services at PC?  RPCVs don't just make decisions without this information.  It's like running programs in country, we have to know all the details.  Why won't PC, NPCA or morepeacecorps give us the budget and salaries for all this?  Congress is just giving the US government employees more jobs and money without knowing how it's spent.  Why would a Congressman be for this? It's irresponsible, unless they have a thing about federal jobs and money.

As I have said before we can double tomorrow, but we insist on administration that really isn't need.  PC is 95% administration and this is what Congress is for?  NGOs can do all this for less and we can place the PCs with them like CNCS does and we already do.  5,000 people called the President and didn't explain how.  Calling Congress and the President and demanding more money is easy.  It's easy for them to say yes, but what are they saying yes to?</description>
